Your
child's program is supported by a combination of parent fees
and appropriated fund support. Fees are based on total
family income in categories that are determined by the Department
of Defense, and the IRS. Child care fees are subject to change
annually, but CYS will give parents 30 days notice before
making any changes.

Registration
Registration
is required for all Child & Youth programs.
Priority
is given to active duty military or civilian sponsors assigned
to Fort Myer and Fort McNair . To register, the sponsor must
provide the following:

the different programs and help you select the program that

Determining
Total Family Income
CYS
uses the current leave and earnings statement (LES) for sponsor
and spouse to determine total family income. Patrons
must include all earned income for both parents. Should
you not wish to disclose your financial information, you will
pay according to the highest income category. Basic
Allowance for Quarters (BAQ) and Basic Subsistence Allowance
(BSA) must be included for all military sponsors. The
only exception to the housing allowance is for dual military.
Only BAHII for the senior ranking sponsor will be included
in the total family income. If you are newly employed
and do not have an LES, an approximate income based on your
hourly or annual income can be computed until the LES is provided. Thereafter
the correct rate will be charged and the previous month's
rate will be computed and added to the new rate. If you work irregular part time and intermittent schedules,
average three or more consecutive LESs to determine an average
monthly fee.
Parents
must update their status annually. If your income decreases,
you may be referred to a financial planning organization such
as Army Community Services (ACS)

Multiple
Child Discount
Parents
may have a 10% discount for siblings in CYS programs.
If more than one family member is enrolled, the parent pays
the full rate for one child and all other children in the
same family receive a 10% discount off the least expensive
program.

Payments
Payments
are due PRIOR to service. CYS allows a two (2) working-day
grace period. Parents can pay once a month with payments
due on the first or twice a month with payments due on the
1st and 15th. CYS will assess a late payment fee of $25 per
child if payment is received late. Patrons who have
not paid within five (5) days of the payment due date may
be denied service.

Late
Pick-Up Fees
If
children are left at the program after closing time, parents
must pay a late pick-up fee of $1.00 per minutes (not to exceed
$15 per family, per site). CYS staff will make
every effort to locate a parent or designee authorized to
pick up you child. Chronic late pick up of children
may cause the loss of use of the program.

Absenteeism
CYS
does not issue refunds or credit for child absence due to
childhood illness or injuries, inclement weather, training
holidays, or facility closures of short duration. The
CYS Coordinator can grant exceptions under special circumstances.
Patrons requesting refunds for circumstances outside
the scope of this policy must submit a request in writing.

Many
of the counties' social services departments in the Washington
metropolitan area will mail free of charge a listing of their
approved childcare providers and early childhood education
programs in their jurisdictions. Please call the offices
listed below and explain what type of care you need.

Withdrawing
from the Program
Parents
must give at least two weeks written notice of intent to withdraw
your child so that vacancies can be filled. If you
do not give notice, charges for service will continue.
If the minimum two-week notice is given after a monthly payment
is made, you may be entitled to a partial refund. CYS
calculates all refunds based on an average 21-day month of
service.
